NASA plans to add 4 CRS missions to contract

3 for SpaceX, 1 for Orbital ATK, which should extent CRS missions through 2017, about the time that CCtCAP should be able to takeover with Boeing’s CST-100 and SpaceX’s Dragon V2.

Interestingly, the article also says that NASA is looking at a new CRS contract after the current contract expires. I’m not sure that this will see the light of day. the Commercial Crew contract will enter operations in 2017, and those vessels can carry cargo as well as crew. But, come to think of it, the Russian Progress missions have crew and cargo variants, so maybe that’s the thinking here.

I don’t think NASA could just mod the CCtCAP contract to add cargo-only missions on it because of federal regulations, though in a sane world NASA would just bid out cargo services on a Lowest-Price-Technically-Acceptable basis without a lot of red tape.

When I become president one of the many things on my to-do list would be to wire-brush the FAR (Federal Acquisition Regulations) down to bare metal and start over. The byzantine labyrinth of hoops necessary to jump through to get anything done with the Federal Government are a drain to the taxpayer.
