Notes from CSF Google+ Space Resources Hangout

The hangout was sponsored by the Commercial Spaceflight Federation and held at 9:00am Pacific today.

Here’s the description:

A senior White House official and industry partners will be hosting a Commercial Spaceflight Federation Google+ space resources hangout to discuss the impact of the U.S. Commercial Space Launch Competitiveness Act: what it means for industry, and what it means for the United States.

Facilitators included representatives from Planetary Resources, Moon Express and Bigelow Aerospace.

Notes

  • Ways the Government is investing in Commercial Space: Investing in technology, setting a positive regulatory environment, having service contracts
  • Need the US Commercial Space Launch Competitiveness Act (CSLCA) to encourage ISRU with space resources
  • CSLCA had great bi-partisan support in both sides of Congress
  • CSLCA provides security and predictability for the commercial space industry, which is important for investment. More money for launches and less money for lawyers.
  • Bill doesn’t contradict Outer Space Treaty, but codifies property rights within the Outer Space Treaty.
  • CSLCA does not make an assertion of territory claims. Takes the maritime law paradigm and applies it to space. No provision within the Outer Space Treaty that prevents this.
  • Nothing in the CSLCA contradicts the Outer Space Treaty — great pains were taken to work the CSLCA within the Outer Space Treaty
  • State Department is very interested in getting reciprocal legislation from other countries.
  • Explorers first, then lawyers — not the other way around
  • “this is the beginning of the discussion, not the end”
  • Expect a lot of outcry from other nations about the CSLCA
  • How big a resource can be gathered? Physical posession is the key.
  • An exciting time to be an engineering graduate. We’re looking at the dawning of a real golden age of space exploration.
  • Bigelow pointed out that the BEAM will remain Bigelow property even when deployed on the ISS. I didn’t realize that.
